2026 Steel Export License List Update | Special Steel Customs Entry Rules

Following the official implementation of China’s steel export license policy in 2026, the Ministry of Commerce and General Administration of Customs have further refined the covered product catalogue and HS code list. The updated rules clearly  include high-end special steel categories such as alloy structural steel, stainless steel, pressure vessel steel and marine steel into standardized export license management, covering nearly 300 valid HS codes in total,forming a fully standardized  supervision system for bulk and high-value steel exports.

The new refined rules eliminate ambiguous supervision categories in the early stage of policy implementation, clarifying the license application threshold for different steel specifications. All qualified export enterprises must provide official export  ontracts, manufacturer qualification certificates, full batch quality inspection reports and production compliance documents to complete license filing. Goods without valid licenses will be completely rejected by customs,effectively rectifying irregular export behaviors such as document-free shipment and affiliated customs declaration in the industry.
